Josie Godfrey

Josie Godfrey is CEO and Director of JG Zebra Consulting, bringing over 20 years of experience across health technology assessment and rare disease policy. She established the Highly Specialised Technologies programme at NICE — now a global reference point for the evaluation of rare and complex treatments — and has since worked across payers, industry, health systems, and patient organizations to drive consensus in complex access environments.

Her career spans roles within the NHS and England's Department of Health and Social Care, as well as global pharmaceutical policy and advocacy, giving her a rare combination of institutional knowledge and strategic perspective. Josie has served on the boards of patient advocacy organizations, including as a trustee of Metabolic Support UK, and is currently Strategic Director for Duchenne UK's Project HERCULES. She is a recognized expert in supporting patient organisations to engage effectively in HTA processes and maximize their impact on access decisions.
